Minutes of the Annual General Meeting
Held at 19:30 on Wednesday 17th April 2019, Strachur Memorial Hall
Members present: Archie Reid (Convener), John Fleming (Vice Convener), Ceci Alderton,
Kirstie Reid and Iain Wilkie (Secretary).
Also in attendance: Cllr Alan Reid, Jeff Wilson (Strachur & District Community
Development Company) and PS Donald MacKay.
1. Convener’s opening remarks.
Archie opened the meeting with a general welcome.
2. Apologies and declarations of interest.
Isabel McGladdery, Bob Darracott, Les Earle and Cllrs Blair and McNeilly apologised for non-attendance. There were no declarations of interest.
3. Minutes.
Minutes for the AGM held on 11th April 2018 were agreed as accurate.
4. Matters arising.
There were no matters arising.
5. Secretary’s report.
In the last year the Secretary had been active in five areas: correspondence, articles, consultations, outside groups and activities, and public engagement. The following is a summary.
Correspondence (main issues)
Speed limit on A815 through Strachur; Creag Dhubh wind farm proposal; patient concerns about Strachur Medical practice; B8000 issues (timber lorries; incomplete road markings; replacement of barriers at Lephinchapel bridge); extension of Strachur graveyard; damage to Tom nan Clach scheduled monument; twinning proposal from Sournia, France.

Thirty five articles were produced, twelve of which referred to consultations.
Consultations responded to by the Community Council
A Connected Scotland; Argyll & Bute Council Procurement; Caring Together; Community Payback Order; Polling Districts and Polling Places; HSC Strategic Plan; Common Good Property; National Park Core Paths Plan; Police Scotland - Shaping our Direction and Delivery; Community Planning Action Plan; Houses in Multiple Occupation; Local Place Plan Support; Blarghour Wind Farm; Ardtaraig Wind Farm; Invernoaden Woodland Creation Areas; Glen Sluain Forest Long Term Forest Plan.
Outside Groups/Activities
Cowal OOH Review Group; Strachur & District Development Company AGM and Community Fund Committee; attendance at Planning Training event and at the rededication of the Lauder Memorial.
To comply with the new Data Protection legislation, Strachur CC was registered as a Data Collector and Iain is the designated Data Protection Officer.
Iain thanked all CCllrs for their help during the year and Les Earle for continuing to post Facebook versions of CC Newsletter articles.
6. Convener’s report.
Archie reported that 2018-19 had been a busy year for all CCs with cuts to the Local Council's funding putting more pressure on the local CCs; there were CC reps on Health matters, including the Out of Hours Review Group, and on the Transport Forum, all proving to be more difficult due to funding constraints. Archie thanked all Community Councillors for assisting over a difficult year, Iain for being an excellent secretary and Isabel for her treasurer work in keeping CC finances in order. All looked forward to the next year when hopefully things would get better, especially if local residents helped by attending and supporting the CC.
7. Treasurer’s report.
The annual accounts were presented to the meeting and accepted.
The bank balance as at 6/4/19 was £2,161.60 with the excess of income over expenditure for the year being £161.80.
Ian Asher was thanked for auditing the accounts.
8. Election of Community Councillors to posts on the Council.
The following were installed - Archie Reid (Convener), John Fleming (Vice Convener), Isabel McGladdery (Treasurer) and Iain Wilkie (Secretary).

10. Archie declared the meeting closed at 19:50. There followed an Ordinary Meeting of the CC.
